Dr. Konstantinos Adamantopoulos is a member of the Brussels and Athens Bars. He holds a Doctor of Laws degree from the University of Saarland, Germany and has been practising European Union law in Brussels since 1988.

He is the managing partner of the KA Legal Brussels office and works mainly in the fields of EU antitrust, merger control / FDI screening, FSR / State aids, international trade defence/WTO, export controls, sanctions, and public procurement. He has in-depth knowledge of the security technology, shipping, logistics, air transport, energy, and telecoms sectors.

In his practice, he advises a wide range of corporate clients, Governments, and NGOs in these areas and represents them before the European institutions and the EU Courts in Luxembourg. He also represents and advises corporate clients before national administrations and courts, as well as in international commercial arbitration procedures.

As an author and speaker, he has prepared several publications on European law and policy and has presented papers at conferences on aspects of trade, competition, export controls, and air transport law. He is the co-author of “EU anti-subsidy law and practice”, a major reference book in this area.

Philippe Billiet is Of Counsel at KA Legal and a member of the Brussels Bar. He holds an LLM in International Economic Law from Warwick University, UK and has been practising Commercial law, EU regulatory and ADR in Brussels since 2008.

He works mainly in the fields of commercial law, EU regulatory, arbitration, complex litigation, diplomatic law and GDPR. He has in depth knowledge of franchising, distribution, corporate and retail sectors.

In his practice, he advises a wide range of corporate clients, Governments and NGOs in these areas and represents them before the European institutions and the Courts in Belgium and Luxemburg. He also represents and advises corporate clients before national administrations and courts as well as in international commercial arbitration procedures in his areas of expertise.

He authored several publications on arbitration, mediation and European law and lectures at the VUB and KUL universities.

Philippe speaks Dutch, English, French, German, and understands Polish.

George serves as Of Counsel at KA Legal and a dual-qualified Greek and Belgian (List E) lawyer, specialising in EU and international competition and technology law. With more than 35 years of experience as a Brussels-based private practitioner, he is counselling and representing clients across a broad spectrum of regulatory and legal areas, also including litigation before the European Courts and international commercial arbitration.

Beyond his core antitrust and telecoms practice, he has significant experience in emerging areas of regulatory law, including data protection, cybersecurity, AI and technology licensing. He regularly advises major clients and regulators on complex domestic and international regulatory matters and serves as a senior legal and regulatory expert on multidisciplinary consultancy projects worldwide.

He has been repeatedly recognized as one of the top European telecoms regulatory specialists by the leading industry reports in the field (Chambers & Partners, Who’s Who Legal).

George speaks English, German, French and Greek, and has a working knowledge of Dutch and Spanish.

Dr. Stefan Rating is Of Counsel at KA Legal and a member of the Barcelona, Brussels and Frankfurt Bars. He holds a PhD from the Free University of Berlin, Germany, and has been practising European Union law in Barcelona and Brussels since 1988.

He works mainly in the fields of arbitration as well as EU antitrust, merger control / FDI screening, and FSR / State aid. He has in depth knowledge of the air transport, sports and telecoms sectors.

In his practice, he advises and represents a wide range of corporate clients before the EU institutions and the EU Courts in Luxemburg. He also represents and advises corporate clients before national administrations and courts as well as in international commercial arbitration procedures in his areas of expertise.

As an author and speaker, he has published profusely on European law and policy and presented papers at conferences on aspects of competition, telecoms and sports law. He is the co-author of Commentaries to the [TFEU] (1997, 2004, 2012 and 2025 eds.) and to [EU] Competition Law (2003, 2014 and 2025 eds.), both Nomos.
